Book Description
As a transdisciplinary profession, evaluation has much to offer to global change interventions that work toward a sustainable future across national boundaries, sectors, and issues. This book introduces Blue Marble evaluation, which provides a framework for developing, adapting, and evaluating major systems change initiatives involving complex networks of stakeholders. Michael Quinn Patton demonstrates how the four overarching principles and 12 operating principles of this innovative approach allow evaluators, planners, and implementers to home in on sustainability and equity issues in an intervention. Compelling case examples, bulleted review lists, charts, and 80 original exhibits and graphics connect the global and local, the human and ecological. Rooted in utilization-focused, developmental, and principles-focused evaluation, Blue Marble evaluation is designed to tackle problems outside the reach of traditional evaluation practice.

Book Description
Two billion people live in countries where development outcomes are affected by fragility, conflict and violence. The World Bank estimates that by 2030, up to two-thirds of the global extreme poor will be living in fragile and conflict-affected situations, making it evident that without intensified action, global poverty goals will not be met. Evaluation - like development aid itself - can unintentionally exacerbate tensions in ways that negatively affect conflict-affected populations if care is not taken to develop and integrate conflict sensitivity into the evaluation's design and approaches. This book is a guide to designing, managing and conducting evaluations in fragile and conflict-affected contexts. Such contexts may present challenges for evaluation that, if not properly addressed or mitigated, can adversely affect the validity and results of the evaluation. Mitigating these challenges can entail significant effort, and can sometimes require redefining the direction, purpose or scope of the evaluation. This book is an initiative of IDEAS. It builds upon the knowledge and practical experience of evaluation professionals of various organizations and regions, thus showing a diversity of perspectives and experiences. Hur Hassnain provided overall leadership and management in writing and developing the book. The book's co-authors were Anupam Anand, Inga-Lill Aronsson, Sarah Davies, Gabrielle Duffy, Lauren Kelly, Wanda Krause, Keiko Kuji-Shikatani, Marco Lorenzoni, Rhiannon McHugh, Emma Rotondo, Wendy Rowe, Simona Somma, Melinda Sutherland and Serge Eric Yakeu. Reviews and Endorsements: - This book is both important and timely. Use the wisdom and insights in this book to enhance your work on behalf of all of us. Michael Quinn Patton, Utilization-Focused Evaluation & Blue Marble Evaluation - Many of the elements included in this book will have an immediate purpose in strengthening the work of my own evaluation function at the WFP. Andrea Cook, World Food Programme - This publication is a welcome initiative reminding development practitioners that during conflicts and pandemics and in fragile circumstances in general, M&E matter more than ever. Marvin Taylor-Dormond, Asian Development Bank - The wealth of examples from the field, combined with the extensive review of applicable evaluation methods will be found invaluable by both new and experienced evaluators. Michael Bamberger - I encourage development practitioners to read this guidance. Fragility and conflict are among the most serious hurdles to achieving the 2030 Agenda and the SDGs. Fabrizio Felloni, International Fund for Agricultural Development - This book provides useful advice from the early stages of understanding power and conflict to the final stages of reporting findings, with practical information about choosing methods and protecting staff and communities. Patricia Rogers, BetterEvaluation - This is an important, useful book to produce good-quality evidence while making real-world choices along the way about costs, data, rigour and methods. Jyotsna Puri, IFAD - I highly recommend it. Linda Morra Imas, IPDET - I invite all VOPEs to disseminate and promote the use of this book. Silvia Salinas Mulder, IOCE - This book is a great resource. Asela Kalugampitiya - This book is an important step in enhancing our repertoire for designing and conducting meaningful evaluations in challenging contexts defined by FCV. Juha I. Uitto, Global Environment Facility - This book is essential for all evaluators, especially, YEEs. Khalil Bitar - This book fulfils a long-standing need to provide technical insights on conducting evaluations in contexts of fragility, conflict and violence. Book Description
Take a journey to 2030 where Visionary Evaluatives abound and link with one another in actively bringing about a sustainable, equitable future. Utilizing a creative storytelling approach, Visionary Evaluation for a Sustainable, Equitable Future brings forward the centrality of values in conjunction with the role of evaluation in building a future of well-being for people, nature, and planet. Visionary Evaluatives are guided by six principles. Those principles highlight a commitment to equity and the sustainability of nature as core values. They emphasize an orientation of humility, compassion, and transparency as Visionary Evaluatives engage with others in a world of living, entangled systems with both obvious and hidden intersectionalities. They require Visionary Evaluatives to engage in deep praxis—mindful and challenging reflection on what is being learned through the intersection of values, iterative action and inquiry, theory, outcomes, and vision. A diverse group of chapter authors share their wisdom through envisioning 2030 and what it might mean to move in the world applying aspects of the Visionary Evaluative Principles. Through Visionary Evaluation for a Sustainable, Equitable Future, you will learn about how you can contribute to a sustainable, equitable future not only in evaluations, as either users or practitioners, but also in your daily actions and lives. Praise for Visionary Evaluation for a Sustainable, Equitable Future What might the world be like if it was inhabited by people imbued with evaluation? Here's a very interesting exploration of such a world. And it will additionally enrich your thinking about how to vote in 2020. Michael Scriven Founder, Faster Forward Fund The core values and principles of visionary evaluatives read too good to be true: envisioning a world of humility, sustainability, equity, compassion, respect, understanding, and engaging deeply, toward iterative action. What a tall order and request this book is making for those of us in the field of evaluation! Bravo to the authors for pushing us. Their book is compelling and futuristic, written as a story that helps us imagine and re-image our field, our lives, and our world. Rodney Hopson Professor, University of Illinois—Urbana Champaign A fascinating journey into the future. The heroes, “Visionary Evaluatives", catalyze forces including the UN Sustainable Development Goals movement. In their innovative blending of evaluation designs and daily living habits, the heroes demonstrate the strong beliefs in the value of the sustainability of the planet and equity for all its inhabitants. Deborah Rugg President, Evaluation Consultants LLC; Former Chair, UN Evaluation Group Humanity's current trajectory on Earth is unsustainable. Transformation is needed at every level and in every arena of action. The alternative may be no future at all. This book and its Visionary Evaluation Principles envisions evaluation as part of the transformation. Embrace the vision. Act on it. How? Start by reading Visionary Evaluation.
